HCS ENGINEERING, INC. is an electrical engineering firm that has provided services to the heart of the Central Valley and all over Northern California for the last 50 years. We have been in business since January 1969, when Hugh Charles Smith (“HCS”) opened the business in Stockton.
Since our formation, HCS has provided responsible engineering consulting services to industry, institutions, government entities, architects, engineers and many others. Our company strives to produce the best balance of electrical design functionality, cost-efficient schemes, and green sustainability.
We are dedicated to delivering electrical systems that meet client needs within established economic conditions while completing projects in a timely and competent manner. We maintain modern engineering software and tools to support accurate, coordinated design.

Led by Richard C. Smith, Principal Electrical Engineer and Company Owner, the staff brings decades of engineering experience and diverse design backgrounds to an extensive portfolio of projects throughout Northern California.
Our leadership group includes registered Professional Electrical Engineers and project engineers, supported by experienced designers and drafters.
